行政调解是“大调解”工作体系的重要组成部分,目前我国对行政调解的理论探讨还不够充分,制度建构也欠完善。为预防和化解矛盾纠纷、增进安定和谐,各级政府应该熟练掌握现有规定、完善行政调解制度、把握行政调解的合法性界限、加强调解组织和人员队伍建设,依法开展行政调解工作。
Administrative mediation is an important part of the working system of “mediation”. At present, the theory of administrative mediation in our country is not yet fully explored and the system construction is also imperfect. In order to prevent and resolve contradictions and disputes and enhance stability and harmony, governments at all levels should master the existing provisions, improve the administrative mediation system, grasp the legal boundaries of administrative mediation, strengthen the construction of mediation organizations and personnel and conduct administrative mediation in accordance with the law.
