群库灌区是国家大型灌区,雁高干渠是群库灌区总体规划的干渠之一,位于辉县市中北部山区的辉陵公路西侧,长44.77km,是灌区北水南调的唯一渠道,担负着辉县市北部部分山区的农业灌溉和人畜饮水任务。始建于1956年,没有统一的规划设计,受当时条件所限,渠墙和渠底全部用白灰红土砂浆砌筑片石,标准低,质量差,而且渠道断面尺随意变化。加之工程运行已久,老化失修,跑、冒、漏水相当严重。1995～
