目的 通过现状调查 ,为制定国家级及省级慢性非传染性疾病防治规划提供数据。方法 利用统一调查表对省、市级卫生防疫站 (疾病控制中心 )慢性非传染性疾病防治机构和省级慢性非传染性疾病防治办公室进行调查。结果 全省省级慢性非传染性疾病机构 8家 ,1家挂靠在有关单位的科室。市级有慢性非传染性疾病科 (慢性非传染性疾病防办 ) 14家 ,3家挂靠在有关单位的科室。 18个慢性非传染性疾病防治机构中共有专业人员 72人 ,现有万元以上设备的市有 3家 ,只有 3个市有实验室设备。各地工作均处于摸索和筹备阶段 ,全省共有 5个市部分实施了预防性诊疗规范。结论 慢性非传染性疾病防治工作在认识、能力和行动上滞后。各级对慢性非传染性疾病防治无经费投入 ,特别是预防工作极其薄弱。因此必须纳入卫生改革的整体规划 ,与社会经济协调发展。建立社会各成员合理分担的防制责任制度 ,尽快探索出适合我省省情的防治模式。
Objective To provide data for the development of national and provincial programs for the prevention and control of chronic non-communicable diseases through the status quo survey. Methods A unified questionnaire was used to investigate the prevention and treatment of chronic non-communicable diseases at provincial and municipal health and epidemic prevention stations (Centers for Disease Control and Prevention) and the provincial office of prevention and treatment of chronic non-communicable diseases. Results The province’s provincial-level chronic non-communicable diseases 8, 1 affiliated to the relevant departments of the department. There are 14 municipal-level non-communicable diseases (chronic non-communicable diseases prevention and control centers) and 3 affiliated hospitals. There are totally 72 professionals in 18 non-communicable diseases prevention and control institutions, and there are 3 municipalities that have more than 10,000 yuan of equipment. Only 3 cities have laboratory equipment. Work around are in the exploration and preparation stage, the province’s total of five municipalities implemented a preventive treatment norms. Conclusion The prevention and control of chronic non-communicable diseases lag behind in understanding, ability and action. At all levels, there is no financial input in the prevention and control of chronic non-communicable diseases, especially prevention work. Therefore, we must incorporate the overall plan of health reform and coordinate with the socio-economic development. We should establish a reasonable system of responsibility for prevention and control among all members of the community and explore as soon as possible a mode of prevention and control suitable for the province’s affairs.
