实行高铁主要行车工种岗位准入管理,即按照原铁道部公布的高铁主要行车工种岗位标准确定的基本素质、基本技能、工作质量和培训考核要求,对新进入和已在岗的高铁主要行车工种人员进行审核,确认其上岗资格。但在全局高铁人员的管理实践中,不同程度的存在着高铁开通初期人员素质不均、未达到岗位标准的人员不能有效退出等问题。应有效落实岗位准入管理制度,提高高铁主要行车工种队伍素质。
