公益性岗位是政府投资设立的一种对特殊人群进行就业或再就业的服务岗位。是以维护社会公益事业健康发展、促进社会和谐稳定为工作目的的社会团体,具有社会公益性、社会管理性和非营利性等特征,也是政府解决社会就业问题的一种有效途径。随着其在社会管理中发挥的协助作用越来越大,公益性岗位工作人员的数量也不断增加,对其管理出现的问题和弊端也日显突出。本文对目前事业单位公益性岗位在管理中存在的问题进行了剖析,探究解决这些问题的对策和方法。
Public welfare jobs are government-funded services that create or re-employ special people. It is a social group with the purpose of safeguarding the healthy development of public welfare undertakings and promoting the social harmony and stability. It has the characteristics of social public welfare, social management and non-profit, and is also an effective way for the government to solve the social employment problems. As its aid role in social management is getting bigger and bigger, the number of public welfare staff also increases continuously, and the problems and malpractices arising from its management become increasingly prominent. This article analyzes the existing problems in the management of nonprofit positions of public institutions, and explores the countermeasures and methods to solve these problems.
