随着北京市城市的扩张、人口的增长及近年来极端暴雨天气的频发,需要构建更加完善的防洪体系。蓄滞洪区作为防洪体系的组成部分,多年来存在对规划落实建设不够、用地被挤占等问题。以完善防洪体系、实现防洪安全为目标,规划研究新形势下北京市蓄滞洪区总布局,并根据轻重缓急,有序安排蓄滞洪区工程建设。按照建、管并重的思路,首次提出将蓄滞洪区划分为国家级、市级和区县级3类,并明确洪水调度指挥权限;划分蓄滞洪区风险等级,并明确制定蓄滞洪区法规、划定用地边界和绘制风险图等管理任务。通过有序推进蓄滞洪区的工程建设和加强管理,科学调度运用,实现蓄滞洪区防洪功能,保障北京市防洪安全。
With the expansion of Beijing’s urban population, population growth and the extreme torrential rains in recent years, a more complete flood control system needs to be constructed. As part of the flood control system, flood detention areas have existed for many years the problems of inadequate planning and construction and land occupation. With the goal of perfecting the flood control system and achieving flood control safety, we plan to study the general layout of flood detention areas in Beijing in the new situation and arrange the construction of flood detention areas in an orderly manner according to priorities. According to the idea of equal emphasis on construction and management, it is proposed for the first time to divide the flood detention basin into three categories of national, municipal, district and county levels and specify the authority of flood dispatching and command; to divide the risk level of flood storage and detention areas into clear rules for flood detention areas, Demarcation of land boundaries and drawing risk maps and other management tasks. Through the orderly promotion of flood storage and detention areas of the project construction and strengthening management, scientific deployment and use of flood storage and storage to achieve flood control functions to protect the security of flood control in Beijing.
