我国住房制度改革的一个重要方面是变以行政手段管理为主为以经济手段管理为主,变福利型管理体制为经营型管理体制,改革的核心内容和长远方向是实现住房私有化。这就意味着住房可以自由买卖,其结果必然带来大量住房所有权的转移。在我军住房制度改革过程中,借鉴和参照了地方改革的不少经验和措施,并在总体改革思路和总体战略部署上与地方基本相一致。比如,已经出台的改革措施中对主营区以外的零散院落的住房可以出卖给个人的规定,就是在借鉴地方有关房产出售政策后的一个很大的新举措。当然,这一出卖政策和地方相比还有着根本的不同,即房产的所有权并没有出卖,出卖
