地方国营甲、乙、丙廠矿在一九五二年末及一九五三年初曾進行了查定工作,經過查定,使整个工作推進了一步,獲得了下小的成績。但最後沒有將查定成果鞏固起來堅持下去。少數單位做得较好,多數单位雖有了定额,但和生產工資無聯繫。個別單位最後連定额也未找出。追其原因:一、領道不够重视;二、定额工作無專人负责;三、查定幹部不明確自己經常的職責。為了使定額真正成為企業計劃的基礎,起到提高勞動生產率和成為勞動工資組織的有力依據的作用,再作如下指示。
