企业承包经营责任制已经在实践中充分显示出旺盛的生命力,但同时也暴露出本身难以克服的局限性。承包制的生命力,在于其作为微观经济组织构造的一种经营方式适应了当前双重性宏观经济运行机制的要求。而承包制的局限性,也正是根植于它所由此而具有的新旧经营机制双重基因的特性。从企业承包制的局限性来看,承包制不是企业制度改革目标模式的最终选择。但从承包制的适应性来看,它毕竟是符合目前实际的一种现实选择。企业制度
