自从去年全军在中心医院试行卫生系列中级技术职务评、任分开的“双轨”制以来,在医院系统引起了较大反响,评说不一。从调查的情况看,目前中心医院试行的“双轨”制,有利有弊。有利的一面主要表现为:一是便于与全国卫生系列技术干部接轨。前几年,由于军队与地方职称评定工作不同步,给部队医院卫生系列的干部带来了许多不便,尤其是干部确定转业后,技术职务难以与地方同类对等衔接,职务安置也出现了一些偏差。通过考核,取得全军颁发的任职资格证书后,就可以防止和避免类似问题的发生。二是激发了卫生干部的自学进取心。“双轨”制的试行使大家自觉形成了一种勤奋学习、钻研
