建立全面系统的激励机制,是进入市场经济后寻求创新和高新技术产业化动力的必然选择。这是日前参加“我国高新技术产业化过程中激励机制问题”专题调研的部分全国政协委员的一致结论。此次由全国政协教科文卫体委员会组织的调研活动,邀请了曾是我国科技界、经济界资深专家的政协委员,先后在上海、深圳、西安进行了为期12天的深入调研。委员们了解到,这3个城市为贯彻中共中央、国务院《关于加强技术创新,发展高技术,实现产业化的决定》(以下简称《决定》),出台了许多配套政策、措施,有效地推动了高新技术企业的技术创新,促进了高新技术成果的产业化。然而由于种种原因,《决定》中涉及的部分政策在实施过程中,也难尽人意。例如,《决定》中有关技术、管理要素参与分配的政策难以落实;资金短缺仍然是高新技术研发、转化的瓶颈所在;虽然民营高新技术企业在激励措施上有所作为,然而对能否获得政策认可,仍然心存忐忑;而国有和国有控股高新技术企业对此则普遍未敢越“雷池”。经过慎重的讨论研究,参加调研的委员们提出三项建议:建议财政部、科技部等
Establishing a comprehensive and systematic incentive mechanism is an inevitable choice for seeking new impetus for innovation and high-tech industrialization after entering the market economy. This is the unanimous conclusion reached by some members of the CPPCC National Committee during the special survey on the topic of “Incentive Mechanism in the Process of China’s High-tech Industrialization”. The investigation and study organized by the CPPCC National Committee of Science, Culture, Culture, Sports, Health and Human Services invited a senior CPPCC member who was a senior expert in science and technology and economic circles of our country to conduct a 12-day in-depth research in Shanghai, Shenzhen and Xi’an successively. Members learned that these three cities have introduced a number of supporting policies and measures to effectively implement the “Decision of the CPC Central Committee and the State Council on Strengthening Technological Innovation, Developing High Technology and Realizing Industrialization” (hereinafter referred to as “Decision”) High-tech enterprises in technological innovation, and promote the industrialization of high-tech achievements. However, due to various reasons, some of the policies involved in the “Decision” are also unsatisfactory in the implementation process. For example, the “decision” on the technical and management elements involved in the allocation of the policy is difficult to implement; lack of funds is still the bottleneck of high-tech research and development, transformation; although private high-tech enterprises make a difference in incentives, but whether to obtain policy Recognized, still in the middle of the heart; while the state-owned and state-controlled high-tech enterprises generally did not dare the more “thunder pool.” After careful discussion and research, the members who participated in the survey made three suggestions: Suggestions to the Ministry of Finance, Ministry of Science and Technology, etc.
