加入世贸组织,我国汽车工业在近期要受到国际汽车列强的冲击;在远期要受到“新一代汽车”革命性技术的冲击。因此,我国汽车工业必须尽快向“自主开发”战略转移。这一战略转折需要一项由国家领导、全方位、官产学研相结合的庞大国家工程——“国家汽车创新工程”来实施。我国实施“国家汽车创新工程”,在规划切入时机上,按经济学产品周期理论分析是可行的;在技术上,有汽车产业基础和技术、现有汽车技术研究项目和成果、全国技术资源和国际技术合作的支持也是可行的;在经济上,目前国家已具有集中力量、充分利用有限资源实施大规模科技创新的能力,同时有国家对汽车工业、汽车工业自身发展和其它筹资渠道的支持以及我国国内汽车市场巨大的潜力也是可行的。
After joining the WTO, China’s auto industry will be affected by the international automobile powers in the near future; it will be affected by the revolutionary technology of “new-generation cars” in the long-term. Therefore, our country’s auto industry must transfer to the “independent development” strategy as soon as possible. This strategic shift requires the implementation of a “National Automobile Innovation Project”, a national project led by the state, all-round, and government-industry-research-combination. China’s implementation of the “National Automobile Innovation Project” is feasible at the timing of planning and analysis according to the economic product cycle theory; in terms of technology, there are automotive industry foundations and technologies, existing automotive technology research projects and achievements, and national technological resources. The support of international technical cooperation is also feasible; economically, the country now has the ability to concentrate its resources and make full use of limited resources to implement large-scale scientific and technological innovations. At the same time, the state supports the auto industry, the auto industry itself and other financing channels. The huge potential of China’s domestic auto market is also feasible.
