(26 October 1977 - 26 October 1979) Two full days have passed since a smallpox was raised in the town of Merca, in southern Somalia. This man is the last case of endemic smallpox in the world. The basic standard confirming the elimination of smallpox is that after one case of smallpox occurs, the case should be examined using a surveillance system that is sufficiently sensitive that one case of smallpox must not occur in two years. This standard has now been achieved. This situation will be submitted to the Global Panel on CEAC for rigorous scrutiny. The report of the panel of experts of the Commission will form the basis of the document of the May 1980 World Health Assembly. Confirming that the elimination of smallpox will mean that routine vaccination and vaccination certificates that are officially recognized are not necessary. The risk of complication from vaccination is clearly greater than the risk of acquiring smallpox, and the latter has now completely disappeared.
