面对世界经济增长速度缓慢,中国当前经济增速下行压力加大,国有地方电力企业集团(以下简称“地电集团”)要在这样的经济形势下寻求发展,就必须顺应国企供给实行改革、促进管理创新,加强内部财务管理体系建设,通过建立多层次财务管理体系,促进国有经济提质增效升级,做强做优做大国有企业。
