近二十年来,我国商品房不断发展,伴随其发展的结果是房价节节攀升,如今房价已远远超过了居民可承受的购买能力。保障居民“居者有其屋”成了现今政府的一个艰巨、任重而道远的任务,自我国建立住房保障制度至今,确实解决了一部分中低收入群体的住房困难问题,完善住房保障制度保障了中低收入者共享经济发展的成果,实现了社会公平和社会稳定,有利于和谐社会的构建和发展。但是,我国住房保障制度也存在着很多问题。比如,最近北京市的明悦湾经适房因质量安全问题被拆除,其实近几年我国住房保障制度一直频发各种问题,这一系列问题的产生暴露了我国在住房保障制度的监管中存在着政府缺位和失职。可见,研究如何完善我国住房保障制度的监管对我国完善住房保障体系、对社会的公平、稳定和健康的发展有着深远的影响。
