一、改革领导体制和分配制度,打破大锅饭、解放生产力,铲除行业歪风的土壤自1986年起,省卫生厅陆续推出以实行各种责任制,责、权、利结合为核心的卫生改革政策和方案,出台了《山西省关于深化卫生改革的十条意见》,并分别在城乡进行了卫生改革的试点。之后,省城医疗卫生单位开始积极稳妥地推行领导体制和分配制度的改革。省城30所医院中,95%实行了院长负责制,80%实行了综合目标管理责任制。多数医院对中层干部和职工实行了逐级聘用,竞争上岗,优化组合,并在分配方面采取了责、权、利

Reforming the leadership system and distribution system, breaking the pot, liberating the productive forces, and eradicating the hurricane of the industry Since 1986, the provincial health department has successively introduced health reform policies that integrate various responsibility systems, including responsibility, power, and interest. The program has promulgated the Ten Opinions on Deepening Health Reform in Shanxi Province, and piloted health reforms in urban and rural areas respectively. Later, the provincial medical and health units began to actively and steadily implement the reform of the leadership system and the distribution system. Of the 30 hospitals in the provincial capital, 95% have implemented the dean’s responsibility system and 80% have implemented a comprehensive target management responsibility system. Most hospitals have employed hierarchies for middle-level cadres and employees, competed for posts, optimized portfolios, and took responsibility, rights, and benefits in distribution.
