4月14日,教育部、民政部和中国残疾人联合会在北京共同召开了第三次全国特殊教育工作会议,总结交流了1990年第二次全国特殊教育工作会议以来特别是“九五”期间特殊教育改革和发展的经验,研究了新形势下改革和发展的思路、政策和措施,部署了“十五”期间有关工作。给予弱势群体更多的关爱,更好地解决残疾儿童少年对教育的一些特殊需求,反映了一个社会的进步和文明程度。为更好地推进“十五”乃至今后一个时期特殊教育的改革和发展,本刊特约请部分特殊教育研究的专家、校长撰文──
