文章根据地球表层资源的供给与人类对其需求之不平衡性, 利用非平衡态经济热力学方法,量化自然资源稀缺性 ( 有限性) , 确定了自然资源资本折旧方法, 建立了自然资源稀缺熵价值理论( 或称 “自然—人类活动价值论”) 。本文还初步测算了中国1 993 年主要自然资源的 “潜在价值”、“本身价值”、“资本折旧” 及 “综合价值”。这些工作为保护环境维护生态平衡提供了一种重要经济手段, 为将自然资源价值纳入国民经济核算体系 (SNA) 建立了一项重要的理论和实践基础。
Based on the unbalanced supply of the Earth’s surface resources and human needs, this paper uses the non-equilibrium economic thermodynamics method to quantify the scarcity of natural resources (finiteness), determines the depreciation method of natural resources capital, and establishes the value of natural resources scarce entropy Theory (or “nature - the value of human activity”). The paper also preliminary estimates the “potential value”, “own value”, “depreciation of capital” and “comprehensive value” of China’s major natural resources in 1993. These works provide an important economic tool for environmental protection and ecological balance, and establish an important theoretical and practical foundation for integrating the value of natural resources into the System of National Accounts (SNA).
