西部地区拥有雄厚的自然资源与丰富的人才资源,但在经济社会发展中长期落后于全国平均水平,不利于全面深化改革重要战略的实施与实现。在制约西部发展的障碍中,人才资源难以充分发挥作用、实现价值是最主要的因素。打破这个壁垒,深化西部各省(自治区、直辖市)协同合作,探索激发西部地区人才资源活力的人才共享机制,是实现西部地区经济社会跨越式发展的可行之道与必要措施。
The western region, with its abundant natural resources and abundant human resources, lags behind the national average in economic and social development for a long time, which is not conducive to the full implementation of the important strategy of the reform. In hindering the development of the western region, it is difficult for human resources to fully play its role and the achievement of value is the most important factor. Breaking this barrier, deepening the coordination and cooperation among the provinces (autonomous regions and municipalities directly under the Central Government) in the western part of China and exploring talent-sharing mechanisms that stimulate the vitality of talent resources in the western region are feasible measures and necessary measures to realize the leapfrog economic and social development in the western region.
