2008年5月至6月,中共山东省委组织部在广饶县进行了规范任用提名、差额选拔任用干部改革试点工作,采取“两公开四差额”方式选拔了6名乡镇党政正职和县直单位正职。此后,省委组织部作了总结推广,将试点扩大到全省50个县(市、区),运用此办法选任干部140多名。在2009年1月召开的全省组织部长会议上,明确提出2009年将在选任县(市、区)党政领导干部正职中试行“两公开四差额”的办法并逐步推开。试点工作结束后,广饶县在认真总结的基础上,又进行了一系列的探索和实践,进一步深化拓展了试点工作成果。
From May to June 2008, the organizing committee of Shandong Provincial Party Committee held a pilot program of standardized appointment nomination and differential selection and appointment of cadres in Guangrao County. Six cadres from the township government and political parties were selected through “two public four differences” Straight units directly under the county. After the completion of the pilot project, Guangrao County carried out a series of explorations and practices based on a careful summary, further deepening the achievements of the pilot project.
