我国自1993年推行职业资格证书制度以来,已初步建立起职业资格证书制度的政策法规和工作体系。职业技能鉴定以其鲜明的特色,走出了一条独特的路子,成为一项方兴未艾的事业。职业技能鉴定事业要保持其不断发展的好势头,其根本要求是确保“三个先进性”。一、保持鉴定理论的先进性“没有理论指导的实践,就是盲目的实践”。没有科学和先进的理论指导下的事业,不可能成为一项“可持续发展”的事业。我国现行的职业技能鉴定制度从工人技术等级考核制度发展至今,经历了许多历史发展阶段,逐步发展和演变成为今天的现代国家职业技能鉴定制度。期间,从事职业技能鉴定的工作者进行了大量的实践,进行了理论的总结和探索,取得了初步的成果。从宏观上看,形成了职业技能鉴定的基本概念、原理、方法。从微观上看,形成了标准开发、命题开发、考务管理等理论和方法。这些都为深化职业技能鉴定理论研究打下了基础。但是,目前在职业技能鉴定工作领域,理论研究还没有引起足够的重视,从事理论研究的人不多,理论研究的成果远不能
