The fundamental reason why the construction industry is extensively operating and the benefits are low lies in the rapid expansion of the ranks and the low quality of the team. It is manifested as backward technology and lagging management. There is still a considerable amount of chaos in the construction site and serious waste. It has attracted the attention of leading agencies and many companies. To manage benefits as a task has been put on the agenda. The construction of the project law is guided by the party’s policy of reform and opening up, aiming at the shortcomings of China’s traditional construction management methods, summarizing the successful experience of project construction in recent years, and drawing lessons from the Lubuge Project.
