Through the regression analysis of macro-input data of higher vocational education in OECD countries from 1997 to 2012, it is found that the main factor of macro-investment is the enrollment rate of higher vocational colleges. Further analysis of the change path shows that higher vocational education is an important part of popularization and popularization of higher education. The total investment in higher vocational education increases slowly with the increase of gross enrollment rate in higher education. After the per capita GDP exceeds US $ 24,800, the scale of running higher vocational education Showing a downward trend. With economic growth, the total investment in higher vocational education in all countries did not show obvious regularity. The shrinkage and disappearance of higher vocational education were mainly caused by the demand for economic development.
