产业结构合理化是优化资源配置、促进经济增长的重要途径。一般而言,产业结构的变动由人力资源、技术、资金、商品、外来直接投资、自然条件和资源禀赋、经济发展水平、文化环境等供给因素与投资、消费和对外贸易及对外投资等需求因素所决定。推动台湾产业结构变动的因素包括:国际环境、产业政策、科技进步、国际分工、生产要素投入、经济发展水平、经济系统变化等(林长华,1993;张冠华,1996;陈克明,1997;张骥、韩晓彬,2000;陈晓东2002;李非,2004)。然而,从台湾产业结构的发展看,无论是产值结构还是就业结构,最大的变化均发生于20世纪80年代,其时正值两岸经贸往来从无到有,因此,本文试图从比较利益的视角分析两岸经济开放与台湾产业结构变动之间的关系。
