本文是在自然科学基金资助下对基层科研管理所作调查基础上形成的，文章总结了高校两级管理体制下院系一级的国家自然科学基金申报管理工作，通过回顾华西医科大学公共卫生学院在转变管理理念基础上，积极主动、全方位努力所取得的效果，论述在科学基金管理中贯彻质量、绩效概念的具体做法与必要性，指出新形势下抓好自然科学基金申报工作要注意把握的主要问题。本文向基层科研管理人员组织申报国家自然科学基金提供了一些新的思路和借鉴 This paper is based on the investigation of grass-roots scientific research management funded by the Natural Science Foundation.
