1986年，运输企业在全面整顿的基础上，在实行大包干和推行管理现代化的过程中，围绕挖潜、扩能、安全、提效，逐步开展了系统管理。几年来，各单位从生产实际出发，以系统论的原理和方法为基础，以增强系统的整体功能为目标，运用现代管理技法，先后创出了“站机合一”、“六站联合”、“运输组织联网”、“安全系统管理”等形式的系统管理方法。目前，系统管理方法推广应用面较大的有哈尔滨、济南、上海、沈阳、北京、郑州等铁路局。通过几年来的实践，这些单位在提高生产、增加效益和改善管理方面都取得较好的成效。
