一、前言体育教学大纲是教学工作的指导文件,是体育教师执行教学的基本依据。我国在近几年来都重视对中(小)学体育教学大纲的研究,于1978年修订了新的《大纲》,试行五年以来取得了很大的成绩,结束了十多年来体育教学“无政府主义”的混乱状态,使体育教学进入正常的轨道……。但据初步了解各地在执行《大纲》和教材方面存在着各种各样的问题,如教材的编选原则,以及教材的系统安排上也有不妥的地方,某些教材的锻炼效果不明显,教材存在繁琐等等。还有,体现地方特点不够,很难反映出某个地区学生的真正水平……。特别是随着中小学教育制度的改革(十二年制),这样,旧教学大纲内容就不能适应形势发展的要求了。教材改革是开创体育教学新局面的重要措施
