当前,信访问题的解决面临许多难以解决的矛盾和问题,成为各级党委和政府棘手的问题。特别是一些多年未解决、重复上访的信访案件解决的难度较大。在如何解决重复上访、缠访问题上,各地信访部门做了一些探索。党的十八届三中全会提出,把涉法、涉诉信访纳入法治轨道解决。在这个大前提下,运用公证处理和解决信访问题,就是用法治思维和方式解决信访问题具体体现,是用法治思维方式解决信访问题的重要方式之一。 At present, the resolution of letters and visits faces many difficult contradictions and problems that have become a thorny issue for party committees and governments at all levels.
