近几年我国农村公路得到较快发展,但区域发展极其不均衡。为了有效衡量区域农村公路发展均衡状况,为政府农村公路财政资金分配提供依据,论文提出了一种选取多因素指标的多属性决策方法对区域农村公路发展均衡状况进行评价。论文所选取的评价指标既包括了农村公路网的基本建设现状指标,也包括农村公路网运行与经济发展指标,并采用基于gλ模糊测度与Choquet模糊积分的多属性决策方法作为定量评价手段。最后利用全国各省的相关农村统计数据进行了实例验证,结果表明:本文所提出的指标体系及方法能够较好地评价农村公路均等化发展的情况,可为农村路网发展战略规划与相关资金分配计划提供科学的参考依据。
In recent years, China’s rural roads have enjoyed rapid development, but the regional development is extremely uneven. In order to effectively balance the development of rural roads in the region and provide the basis for the distribution of government rural highway financial resources, a multi-attribute decision-making method is proposed to evaluate the development of regional rural roads. The evaluation index selected in this paper includes not only the basic construction status quo of rural road network, but also the rural road network operation and economic development index, and adopts the multi-attribute decision-making method based on gλ fuzzy measure and Choquet fuzzy integral as the quantitative evaluation method. Finally, the paper uses the relevant rural statistical data of all provinces in China to verify the case. The results show that the index system and method proposed in this paper can evaluate the rural highway equalization development well and can be used for rural road network development strategic planning and related fund allocation Plan to provide a scientific basis for reference.
