众所周知,高考是一个复杂的系统性问题,它的解决仰仗公众的心理文化、社会发展的经济水平等等。这里隐含着这样一个现实逻辑:公众总是抱着“分数面前人人平等”的标准。但是,在必须通过分数线才能步入大学的现行制度下,公平恰恰导致了非人性的应试教育。因此。考分公平与素质教育(或人性)的矛盾正是目前高考问题的焦点所在,这属于社会发展阶段论的范畴。面对这样的情况.政府更应该意识到高考竞争是市场的问题,让提供教育、制定考试政策的行政部门(考试院)退出高考.并施行社会化考试制度,颁定考试标准及其难度,培育中介性的考试专业机构。
