随着我国公路事业的快速发展和国家对国省干线公路投资力度的不断加大,公路部门的资产总量也在不断增加、构成也日趋复杂。在公路部门事业单位改革的关键时期,如何有效提高固定资产管理水平,提高固定资产使用效益,促进国有资产保值增值,已成为公路部门财务管理的一个重要内容,本文结合作者自己的工作经历,对近几年来公路部门特别是基层公路部门固定资产管理当中存在的问题分析探讨,并从提高认识、体制设计、信息化建设、关键环节、绩效管理五个方面提出相应的建议。
With the rapid development of the road industry in our country and the continuous increase of the state investment in the trunk highways of the provinces and autonomous regions, the total assets of the highway departments are also constantly increasing in size and their composition is becoming increasingly complicated. How to effectively improve the management level of fixed assets, improve the efficiency of the use of fixed assets, and promote the preservation and appreciation of state-owned assets have become an important part of the financial management of the highway departments in the crucial period of the reform of highway departments and institutions. This article, combined with the author’s own working experience, In recent years, the highway departments, especially the grass-roots highway departments, the management of fixed assets problems analysis and discussion, and from the understanding, system design, information technology, key links, performance management, five aspects of the corresponding recommendations.
