In the early 21st century, the Organization for Economic Co-operation and Development (OECD) pioneered the structural model of “core literacy.” In March 2015, China formally issued the “Opinions of the Ministry of Education on Deepening Curriculum Reform and Implementing the Basic Task of Lideshu People”. It also proposed to speed up the construction of “core literacy system”. In September 2016, the “Core Quality of Chinese Students Development” was officially released.
