在克林顿访问俄罗斯后不久,俄罗斯第一副总理盖达尔辞职。这一消息立即引起俄罗斯各界人士和世界各国的普遍关注。盖达尔在致叶利钦的信中说明他辞职的原因是政府常常通过一些他坚决反对的决定,在这种情况下,他无法对改革负责。在盖达尔宣布辞职的第2天,俄罗斯财政部长费奥多罗夫也表示不参加政府组阁。
Shortly after Clinton’s visit to Russia, Heidar, the first deputy prime minister of Russia, resigned. This news immediately aroused the widespread concern of people from all walks of life in Russia and other countries in the world. In his letter to Yeltsin, Heidar stated that his resignation was due to the fact that the government often adopted some of his resolutely opposed decisions. Under such circumstances, he was not responsible for the reform. On the second day after Heidar’s resignation, Russian Finance Minister Fedorov said he would not participate in the government’s cabinetmaking.
