第二次中苏铁路改善经济管理机制研讨会于1990年11月13日至20日在苏联举行。历时8天的研讨会，达到了预期目的，不仅取得了良好的研讨成果，而且使双方增进了了解，密切了联系，加深了感情，发展了友谊。研讨期间，双方各自介绍了实行改革，完善铁路管理机制的情况，围绕如何调整好铁路同国家之间的经济关系，进一步强化内部管理，适应国民经济和社会发展需要这个中心展开了热烈研讨。中国铁路发展与改革问题的发言引起苏方同志的浓厚兴趣。苏方同志介绍的苏联国家重视和支持铁路发展，以及铁路内部不断完善管理，提高效率和效益的经验，给中国铁路代表团留下深刻印象。
The Second Sino-Soviet Railway Seminar on Improving Economic Management Mechanisms was held in the Soviet Union from November 13 to November 20, 1990. The eight-day seminar reached its intended purpose. It not only achieved good results of the symposium, but also enhanced mutual understanding, close contacts, deepened feelings and developed friendship. During the seminar, both sides introduced the implementation of reforms and improvement of the railway management mechanism. They conducted heated discussions on how to adjust the railway’s economic relations with other countries, further strengthen internal management and meet the needs of the national economy and social development. The speech on the issue of China’s railway development and reform aroused the interest of comrades in the Soviet Union. The Soviet countries introduced by Comrade Su Fang attached great importance to and supported the development of the railway as well as the continuous improvement of management within the railway to enhance the efficiency and effectiveness of the experience and left a deep impression on the Chinese railway delegation.
