大庆油田自1983年以来连续三年有三项工程获国家级优质工程银牌奖。总结、分析这三项工程,对提高工程项目管理水平、更好地发挥基本建设投资效益有一定的意义。三项国家级优质工程的设计、工程质量、三化施工、生产准备、竣工资料、环保卫生、经济效益等方面都具有国内同行先进水平。但在执行基本建设程序上,在“概算、预算、决算”管理等方面还存在一定问题。
The Daqing Oilfield has won three silver medals for the first time in three consecutive years since 1983. Summing up and analyzing these three projects will have a certain significance in improving the project management level and better playing the benefits of capital construction investment. The quality of the three national-level quality projects, the engineering quality, the three-phase construction, the production preparation, the completion data, the environmental protection health, the economic benefits and other aspects all have the advanced level of domestic counterparts. However, there are still some problems in the implementation of the capital construction procedures in the areas of “budgeting, budgeting, and final accounts” management.
