目前我国煤矿生产,严重缺乏安全技术人才和安全技术管理,这已不是什么危言耸听的责词,而是各煤矿尤其是地方小矿井下一线不争的事实。两年前,由中国煤炭教育协会组织的全国煤矿专业技术人才需求课题调查,笔者曾受托主持并参与了湖南组湘中、湘南地区不同类型的16对矿井的调查。根据调查结果:湖南省属的三局(资兴、涟邵、白沙局)五矿(煤炭坝、谭家山、辰溪、新生、群利)已出现了严重的人才断层现象。井下的技术人员特别是专职安全生产技术人才已是寥寥无几,至于乡镇煤矿和非公有制煤矿一线的技本人员则更是凤毛麟角。同时,山西、山东、河北、河南、贵州、哈尔滨等省市的调查组反馈的信息,也显示出了同样的结果。煤矿生产对技术人才的需求,具有它独特的连续性和特殊性。进入上世纪90年代以来,我国的煤炭教育和
