1997年9日27日至28日,黑龙江省政治学会和省社会科学院政治学研究所在呼兰县利民镇黎明开发区,联合召开了市场经济与干部队伍建设理论讨论会。省人大常委会原副主任、省政治学会名誉会长戚贵元,省社科院、黑龙江大学、中共哈尔滨市委、开发区等单位的有关领导出席了会议。现将讨论中的理论观点综述如下: 1.关于市场经济条件下建设高素质干部队伍的要求和主要途径与方法。有的学者提出,首先要弄清当前干部队伍建设面临的环境。从国内环境上看,我国社会目前正处在从农业社会向工业社会、从传统社会向现代社会的转变过程中,正处在从计划经济向市场经济的转变过程中。从国际环境上看,是社会主义进入低潮状态,进入摆脱苏联模式,建立社会主义的多种模式的阶段。其次是要研究干部队伍中存在的带倾向性的问题,要把环境变化对干部的要求,与干部队伍中存在的普遍性问题结合起来考虑,制订加强干部队伍建设,提高干部素质的措施。这就要求搞好干部的学习和培训,重点是邓小平理论和市场经济理论的掌握;逐步形成一套选拔培
On September 27, 1997, on the 27th to the 28th, Heilongjiang Provincial Political Science Institute and the Institute of Political Science of the Provincial Academy of Social Sciences held a seminar on the theory of building a market economy and cadre contingent in Dawn Development Zone, Limin Town, Hulan County. Qi Guiyuan, former deputy director of the Standing Committee of Provincial People’s Congress and honorary president of Provincial Political Science Society, relevant leaders of Provincial Academy of Social Sciences, Heilongjiang University, Harbin Municipal Party Committee and Development Zone attended the meeting. The theoretical arguments in the discussion are summarized as follows: 1. Requirements, Main Approaches and Methods for Building a High-quality Cadre Team under Market Economy. Some scholars have proposed that we must first understand the current environment in which the contingent of cadres are confronted. From the perspective of domestic environment, our society is currently in the process of transforming from an agrarian society to an industrial society and from a traditional one to a modern one and is in the process of transforming from a planned economy to a market economy. From the perspective of the international environment, it is a stage where socialism enters a state of low ebb and enters various modes of getting rid of the Soviet Union and establishing socialism. The second is to study the problems with tendencies existing in the ranks of cadres. We should combine the requirements of cadres with environmental changes with the universality issues existing in the ranks of cadres and formulate measures to strengthen the building of cadres and improve the quality of cadres. This requires doing a good job in cadre learning and training, with a focus on the mastery of Deng Xiaoping Theory and the theory of market economy; and gradually form a set of training
