彭庆杰在2003年1月30日《中国青年报》上撰文指出,继个剐经济实力较强的省市提出提前全面实现小康后,有不少地方的领导也不切实际地仿而效之,好像不“提前”、不“赶超”就显得没有雄心大志似的。有的地方喊出“30至50年赶上美国”的响亮口号;有的大城市提出“争取提前三五年实现全面小康目标”。老百姓看了这些不切实际的消息并不欢欣鼓舞。
