1 院校分配医学院校公共卫生专业的大、中专毕业生直接分配到乡镇基层。这些学生经过国家统一招生考试,又经过正规系统的理论学习和实习,文化基础好,业务素质高,一般经过一段适应期后即能发挥应有的作用。这是乡镇防保的最佳人力资源。在现阶段防保人力普遍紧缺的情况下,真正能分到乡镇基层的毕竟只有少数,并且,还有一个能否留得住的问题。因此,这不是目前乡镇防保人力开发配备的主要途径,但是今后的发展方向。
