随着苏联经济改革的发展,改革之风也吹到文化教育部门,其中包括图书馆。图书馆改革涉及到各个方面,其中实行有偿服务是一个重要方面。图书馆开展有偿服务首先要依据国家有关法规和政策精神。苏共中央和部长会议于1985年发布了《关于1986～2000年人民消费生产和服务业发展的综合规划》。在这项综合规划中明文规定,文化艺术机关根据情况也可适当开展一些有偿服务。接着1986年11月14日苏联文化部批准了《文化艺术机关
