企业是国民经济的细胞，国有企业在国民经济中占有主导地位。振兴和发展国有企业对于不断壮大公有制的主体地位，建立社会主义市场经济体制，具有十分重要的意义。党的十四届五中全会明确指出：国有企业改革是经济体制改革的中心环节，建立现代企业制度是国有企业改革的方向。
Enterprises are the cells of the national economy. State-owned enterprises dominate the national economy. The revitalization and development of state-owned enterprises is of great significance to continuously strengthening the dominant position of public ownership and establishing a socialist market economic system. The Fifth Plenary Session of the 14th CPC Central Committee made it clear that the reform of state-owned enterprises is the central link of the economic system reform, and the establishment of a modern enterprise system is the direction of the reform of state-owned enterprises.
