The trial of Huang Zhiguang, former vice chairman of Shenzhen Municipal People’s Political Consulting Conference, was started in Guangzhou on November 11. Huang was accused of illegal embezzlement. According to the public prosecuting department, Huang Zhiguang accepted the illegal bribe worth 5.56 million yuan when he was the Party secretary of Bao’an District, Shenzhen, mayor and Party secretary of Shantou City.
Huang Zhiguang, 59, came from Haifeng County, Guangdong. In the early 1970s, he was just an ordinary worker in a transportation company of Bao’an County, which was the predecessor of Shenzhen. He began to work for the government when he was 37. His governmental career covered Shenzhen and Shantou and he worked as the mayor, Party secretary and vice chairman of the municipal lesser council.
His malpractices mainly happened between 1999 and 2009, when he was the CPC chief of Bao’an District, Shenzhen and the Party secretary of Shantou. The accusation against him pointed out that he was involved in six bribery scandals, most of which were related with the abnormal promotion of his friends and relatives.
The bribery case with the largest amount of money was conspired with Zhan Yuxiang, a businessman in Shenzhen. From 2002 to 2010, Huang Zhiguang received the jade stones, luxury ornaments and furniture from Zhan Yuxiang.
In return, he helped the positional transfer and uplift of Zhan Yuxiang’s friends, facilitated the investment of Zhan in Shantou and help Chaosheng TV of Hong Kong set up the journalist station in Shantou because this TV station was invested by Zhan Yuxiang.
Apart from these bribery cases, Huang Zhiguang was also accused of owning guns without permission.
