近几年来,诸城市以建立现代企业制度为目标,在市、乡企业全面推行以股份制和股份合作制为主要形式的产权改革。到1994年7月,全市274家乡镇以上工商企业,已有213家改建为股份制或股份合作制企业,其它企业也分别实施了转让、拍卖、兼并等不同形式的产权改革。在产权改革中,劳动部门主动参与,积极探索,认真研究企业改制后出现的新情况、新问题,进一步深化劳动制度改革,促进了股份制企业的健康发展。企业实行股份制,是改革中出现的新事物。面对这种新形势,如何搞好劳动管理工作,是摆在我们面前急需解决的新课题。我们带着这个重大课题深入企业调查,广泛征集各方面的意见,认真进行分析研究,并召开
In recent years, Zhucheng has taken the goal of establishing a modern enterprise system, and has promoted property rights reforms in the form of joint-stock companies and shareholding cooperatives in cities and township enterprises. By July 1994, 274 industrial and commercial enterprises above townships and towns in the city had 213 converted into joint-stock or joint-stock cooperative enterprises. Other companies also implemented different forms of property rights reforms such as transfer, auction, and merger. In the reform of property rights, the labor departments took the initiative to participate in and actively explored, carefully studied the new situations and new problems that emerged after the restructuring of the enterprise, further deepened the reform of the labor system, and promoted the healthy development of joint-stock enterprises. The implementation of the joint-stock system by enterprises is a new thing that emerged in the reform. Faced with this new situation, how to do a good job in labor management is a new topic that needs urgent solution in front of us. We took this major topic to conduct in-depth business surveys, collected extensive opinions from all quarters, and conducted serious analysis and research.
