第二次世界大战爆发后,日本趁机建议各交战国撤离在华驻军。作为中立国的美国和意大利也收到了照会,但美国以一战成例和上海租界的国际性为由反对撤军。1940年6月意大利对法国宣战后,交战国在华驻军形成实际冲突的态势,日本再次重提撤军建议。此后不久,由于英国在华驻军的撤离和美日关系的恶化,日本在华军事当局殴辱美兵的行为不断升级,致使在华驻军越来越成为美国卷入中日战争的危险因素。为了减少不必要的损失,美国最终将在华驻军撤出中国。
After the outbreak of World War II, Japan took the opportunity to recommend that all belligerents withdraw troops stationed in China. The United States and Italy, as neutral countries, also received notes, but the United States opposed the withdrawal on the ground of World War I and the international character of the Shanghai concession. In June 1940, after Italy declared war on France, the belligerent states in China formed a real conflict with their garrison forces. Japan once again raised its proposal of withdrawing troops. Not long afterwards, the withdrawal of British troops stationed in China and the deteriorating U.S.-Japan relations led to the escalation of Japan’s military assault on the U.S. troops in China, causing the troops stationed in China to become more and more a dangerous factor in U.S. involvement in the Sino-Japanese war. In order to reduce unnecessary losses, the United States eventually withdraw its troops from China in China.
