怀化地区是全国农村改革试验区和全省西线开放开发战略重点地区,它位于湖南西南部,与广西、贵州毗邻,是个“七分半山一分田,分半水面加庄园”的南方内陆山区。这里地处云贵高原和武陵山区,又是长江中下游平原的临界区域,是沿海经济区、中原经济区、西南经济区相互衔接和辐射的战略地带。自古有“滇黔门户”、“全楚咽喉”之称。全区12个县市有5个少数民族县、一个革命老区县,458.87万人口中少数民族达133.7万,全区农业人口有394.8万,占人口总数的86％。
Huaihua is a national experimental area for rural reform and a key strategic area for opening up and development of the western route of the whole province.
