对安全的关注已经使得欧洲能源市场的自由化走向反面…… 2006年初,俄罗斯切断了从乌克兰输往欧洲的天然气供应,整个欧洲陷入惊慌。一直以来依赖俄罗斯天然气供应的欧盟国家长期的能源供给计划突然显得经不起考验,虽然天然气很快恢复了供应,但价格已经暴涨,当时的欧洲很多地区正处于严冬。从意大利到英国,对全球变暖的担心已经将能源政治提上了议程,包括再利用核能源的可能性。
Concerns for security have put the liberalization of energy markets in Europe on the opposite side ... In early 2006, Russia cut off the supply of natural gas from Ukraine to Europe, panicking across Europe. The EU’s long-term energy supply program, which has long relied on Russia’s natural gas supply, suddenly appears unmanageable. Prices have soared despite the resumption of supply of natural gas, which was in the severe winter in many parts of Europe. From Italy to Britain, fears of global warming have put energy politics on the agenda, including the possibility of reusing nuclear energy.
