针对大中型工程建设项目超投资概算的普遍现象, 通过实例及管理工作中的切身体会,从项目前期管理程序及体制、制度、政策等方面分析投资超概算的4 项原因: (1) 初步设计深度不够; (2) 管理制度执行不严; (3) 投资体制影响; (4) 物价及政策变化影响。有针对性地提出预防和加强投资管理的7 项基本对策。
In view of the common phenomenon of super investment budget estimate of large and medium-sized engineering construction projects, four reasons for the over-estimation of investment are analyzed from the aspects of pre-project management procedure, system, policy and so on through examples and management experience: (1) Preliminary design Depth is not enough; (2) the management system is not enforced; (3) the impact of the investment system; (4) the impact of price and policy changes. Proposed to prevent and strengthen investment management of the seven basic countermeasures.
