1861年8月22日,烟台在开埠后,得到迅速的发展,诞生了大批近代民族工商业。但是伴随着青岛开埠,烟台在山东省内的地位出现下降,为重振烟台经济,烟台绅商一直寻求修建一条铁路加强与内地的联系。作为山东巡抚的孙宝琦是政府和民间的沟通的纽带,虽然他一直为烟潍铁路的筹备努力,但是孙宝琦作为地方长官未能有效调和政府和民间的矛盾,从而烟潍铁路未能得以兴建。
August 22, 1861, Yantai, after the opening of ports, has been rapid development, gave birth to a large number of modern national industry and commerce. However, with the opening of Qingdao, Yantai’s position in Shandong Province has been declining. To revitalize Yantai’s economy, the Yantai gentry and merchants have been seeking to build a railway to strengthen their ties with the Mainland. Sun Baqi, the governor of Shandong, is a bond between the government and the private sector. Although he has been making preparations for the operation of the Yanwei-Weihai Railway, Sun Baqi, as a local governor, failed to effectively reconcile the contradictions between the government and the people and the construction of the Yanwei-Weihai Railway was not possible.
