公安交通管理、城市规划部门对解决城市交通问题肩负重任，它们间的合理分工、相互参与配合对解决城市 交通问题尤为关键。当前，两者的合理分工可依据《城市规划法》、《道路交通管理条例》等法律法规加以明确、引 导，但两者在分工基础上的合作却缺乏相应的探讨和引导。本文对此进行了初步研究。

This article has carried on the preliminary research to this.
