我国加入世界贸易组织WTO在即,植物检疫与贸易关系密切。植物检疫作为防止危险性有害生物传播蔓延、保护农业生产安全的重要措施,也是保证农产品贸易顺利进行的前提。为妥善处理植物检疫与贸易的关系,WTO制订了相关协议,其中与植物检疫关系最密切的当属“实施卫生与植物卫生措施协议”SPS协议和“贸易技术壁垒协议”TBT协议。两者都承认在农产品贸易过程中实施检疫的必要性,同时强调检疫对贸易的影响要降低到最小程度。WTO还要求国际植保公约组织、地区植保组织制定相关检疫国际标准。当今,WTO各成员已在SPS和TBT等规范之下开展农产品贸易,并充分合理地运用植物检疫措施保护本国农业生产和市场。我国加入WTO后,植物检疫也必须在相应的国际协议、协定和标准的原则下开展工作。多年来,我国的植物检疫制度执行的是适应于计划经济体制的前苏联模式,虽然近年来也自觉按国际规则要求改进检疫工作,但对市场经济体制,尤其是加入WTO的新形势仍有诸多的不适应。在风险分析、科学依据、透明度、国民待遇等方面尚有一些与国际不接轨的地方,检疫观念尚需更新,管理亟待加强。面对新形势,我们必须认真学习研究、充分理解和灵活运用WTO有关检疫规则,调整我国植物检疫战略,准备充分的应对措施,以确保我国农业生产安全,促?
